Support the development, execution, and ongoing management of employee and labor relations strategies aligned with organizational objectives, operational needs, and applicable law• Responsible for agency labor relations strategy, including collective bargaining responsibilities as they arise• Provide guidance and support to senior leadership, HR, Program Directors, and front-line management on labor and employee relations matters, including administration of the cba and workplace conduct issues• Lead, mentor, and develop a team of Labor and Employee Relations Coordinators• Oversee the daily administration of the cba• Support the team in maintaining ongoing communications and productive working relationships with the union• Oversee and advise on investigations into employee grievances, workplace conflicts, complaints, and allegations of misconduct, harassment, or policy violations• Review and discuss investigatory findings with the LER team to render advice to leadership on potential corrective or disciplinary action consistent with policy, the collective bargaining agreement, and applicable law• Serve as advisor to leadership and HR on labor and employee relations issues, including performance management, discipline, and risk mitigation• Responsible for collaborating with legal counsel on labor and employment matters, including arbitrations, administrative proceedings, and related issues• Oversee unemployment claims and Department of Labor hearings• Oversee and support the development and delivery of labor relations and union-related training for employees, supervisors, managers, and HR staff• Review employee relations metrics, including turnover, complaints, grievance activity, and dispute resolution timelines to identify trends, assess risk, and support continuous improvement• Responsible for grievance and arbitration processes under the collective bargaining agreement, including escalation, strategy, and participation as needed
