Mahtab Alam is a senior Urban Management Specialist with over 25 years of experience in different facets of urban and regional planning, tourism destination development, and urban governance. A track record of heading Urban Practice in Royal HaskoningDHV, the Netherlands (India office) and being the National Team Leader for hand-holding support to the States of India (9 States) in the preparation of Service Level Improvement Plan (SLIP) and State Action Plan (SAP) under AMRUT Mission, Ministry of Housing and Urban Affairs MoHUA, GoI as well as exposure to international projects in the preparation of the Structure Plan for the Riverine Area, Delta State of Nigeria.Currently, Mahtab is serving as an Individual Consultant for the ADB Project (IC-ADB), focusing on integrated urban sector components to prepare for Project Readiness Financing (PRF) aimed at facilitating loan issuance for the Tripura Government. Core Competencies are-STRATEGIC VISION FORMULATION: Contributed to the evolving and conceptualization, design, and formulation of mission guidelines for national programs like Smart City Mission and AMRUT. Played a pivotal role in aligning urban development projects with sustainable and inclusive growth objectives. Technical Expertise: Proficient in GIS-based planning, property mapping, and infrastructure development. Led the preparation of master plans, regional plans, and city development strategies for various cities and regions. LEADERSHIP IN PROGRAM MANAGEMENT: Successfully implemented smart city projects in multiple cities, focusing on infrastructure rejuvenation, integrated control systems, and urban livability enhancements. CAPACITY BUILDING : Conducted training of over 1500 ULB staff across India, improving urban management systems and skills. Provided technical support to ULBs in preparing Service Level Improvement Plans (SLIPs) and State Annual Action Plans (SAAPs). GLOBAL AND NATIONAL EXPERIENCE: Worked on urban development projects in India and Nigeria, showcasing ability to adapt to diverse urban and rural challenges. Collaborated with international donor agencies like the World Bank and Asian Development Bank (ADB) for various project POLICITY AND REFORM IMPLEMENTATION: Contributed to urban reform agendas, including municipalization processes, property tax reforms, and e-governance implementation.
