As part of the senior leadership team at Virginia Housing (VH), our goals include furthering the mission of VH which is to help Virginia’s attain quality affordable housing. My focus is on driving collaboration and strategically cultivating relationships to expand housing opportunities that support the human experience and reduce the number of cost-burdened households (~ 905K) and to meet the state\'s need for affordable rentals (~200K units).The scope of my outreach efforts includes local government partnerships, for-profit, and non-profit relations that ultimately enable VH to provide homeownership and rental opportunities to low- and moderate-income households and support local community housing and revitalization strategies through mixed-use/mixed-income financing. I also lead team efforts associated with housing education, grants administration, the housing choice voucher program, and housing opportunities for vulnerable populations. My role involves nurturing relationships with all housing related groups and customers comprising the Commonwealth’s housing delivery network. I also seek to develop relationships at the regional, local and state level to advance affordable housing planning as it relates to local and regional economic opportunities. This work emphasizes the importance of innovation in housing planning and development. As we enhance the affordability, availability and sustainability of our projects, we will revitalize economically impacted and marginalized communities.

ABOUT MADELYN M. PEAY
As a military veteran and dedicated public servant, I have spent most of my career promoting access and availability of high-quality, safe, and affordable housing for underserved populations. During this time, I have partnered with a wide array of stakeholders in both public and private sectors to advance the mission, define a strategic vision, shape organizational hierarchies, navigate complex transactions, and elevate team performance.In 2023, I held the CEO role at the Richmond Metropolitan Habitat for Humanity, where I transformed the finance and legal functions, enhanced communication among stakeholders, and ended the fiscal year 2023 having raised $3.2M in gifts, marking a historic achievement for the organization. Before that, during my 12-year tenure at the Hopewell Redevelopment and Housing Authority, I completed over 90 capital projects worth $5B and administered a $20M portfolio with 490 public housing units. It’s been an honor to receive acknowledgment for the contributions I’ve made to the affordable housing market throughout the Richmond metropolitan area:• Acknowledged by Fulton Bank as a leader in housing, 2024 Juneteenth Women in Housing celebration.• Received multiple Awards of Excellence from the Department of Housing and Urban Development (HUD)• Appointed as City of Richmond’s New Emerging Civic Leader from Who’s Who Among Colleges and Universities• Selected as one of the Top 40 under 40 in Housing, Virginia Housing Alliance (VHA)In 2024, I received an exciting new appointment as Managing Director of Community Outreach for Virginia Housing (VH)—a role that focuses on strategic business development, working in tandem with other community groups and government offices to promote a vibrant housing delivery network in Virginia. Ultimately, our goal at VH is to provide homeownership and rental opportunities to low- and moderate-income households and support local community housing and revitalization strategies through mixed-use/mixed-income financing.
