ABOUT LYNN CARTER

I am a comparative political scientist with more than 20 years’ experience in improving governance and addressing conflict and violent extremism, mainly in the Middle East, South Asia and Indonesia. I am a former senior vice president for programs at Management Systems International, a Tetra Tech company. I have done foundational work for USAID and other organizations on violent extremism (VE) and the role of development assistance in countering VE, producing several guides, papers and seminars. I have also helped develop political economy and other tools for assessing and developing programs to strengthen democracy and governance. I have led governance, conflict and VE assessments and helped USAID and various donors/NGOs develop strategies. I have strong project design, training, and M&E skills. I have overseen and provided technical support to a range of governance, CVE and conflict mitigation projects. I also have experience working on community development and gender related efforts in Pakistan, India and Yemen; rights protection projects in India and Sri Lanka; health projects in Morocco, Tunisia and Yemen, and water projects in Yemen.
