About Luther Tyus
Luther Tyus is a Senior Project Manager in the CNA Institute of Public Research’s Safety and Security Division, where he focuses on translating research and analysis of the American justice system into practical, actionable programs, strategies, and tactics. With a strong background in law enforcement, community outreach, diversion programs, and diversity initiatives, Mr. Tyus has made significant contributions to public safety and criminal justice reform efforts across the country. In his role at CNA, Mr. Tyus supports several federally funded training and technical assistance (TTA) and research projects within the criminal justice sector, including the Justice Reinvestment Initiative (JRI), the Public Safety Network’s National Public Safety Partnership (PSP), and the Office of Community Oriented Policing Services (COPS) Managing Bias project. He was instrumental in the development of curriculum and training programs for the COPS Managing Bias initiative, where he trained police departments nationwide in addressing bias and improving community relations. His expertise on Use of Deadly Force has been featured on platforms such as CNN. Mr. Tyus brings a wealth of experience from his nine years in law enforcement, where he served in various specialized units and as a certified POST instructor and GREAT program instructor. As a Housing Officer, he spearheaded multiple community-building initiatives, including coordinating 16 annual events aimed at fostering positive relationships between law enforcement and local communities. His dedication to community engagement earned him several accolades, including the prestigious Meritorious Service Award. In 2020, Mr. Tyus served as the Marcus Alert Coordinator for Northern Virginia, where he played a key role in bridging the gap between law enforcement, mental health providers, and community stakeholders. His work focused on developing a more responsive and coordinated system for behavioral health crises, creating strong partnerships between 911 services and regional crisis call centers. Through the Marcus Alert initiative, Mr. Tyus helped establish a specialized law enforcement response to behavioral health situations, ensuring individuals in crisis received appropriate care. Throughout his career, Mr. Tyus has demonstrated a commitment to enhancing public safety, promoting equity, and fostering collaboration between law enforcement and the communities they serve.
