Luke joined PA Consulting as a Consultant and his first engagement was working on one of PA’s flagship programmes – Defence Transformation, as a Product Delivery Lead. DT has set up a single transformation portfolio office responsible for managing programme performance. As part of this role, Luke was accountable for the design and implementation of a portfolio office operating framework. Luke then led the PMO on the Operational Service Management (OSM) programme worth circa £350m which was set up by Defence to deliver a new ‘service desk’ capability to deliver a Service Integration and Management (SIAM) service across a complex supply chain (internal & external). Luke worked as Business Partner on an NHS Test and Trace programme which was set up as a response to the Covid-19 pandemic. Within this role, one of Luke’s main priorities was to assist the transition and resource planning process. Luke then worked as a project manager for the Financial Conduct Authority (FCA) working to deliver their response to the regulation issues raised in two independent reports. Luke led on the baseline activity which ensured there was traceability back to the original requirements and that outcomes remained achievable. Luke worked on the NERIMNET programme for the Department for Business Energy & Industrial Strategy (BEIS) which delivered a new radiation monitoring and emergency response capability for both BEIS and MoD. As Application Development workstream lead, Luke was responsible ensuring the programme met its key milestone and dependency deliverables. Luke managed a major supplier who were responsible for development of the application, the Authority Test team who were providing assurance of the application and the DevOps team who were responsible for the environments build and data migration. Luke is currently working for the Ministry of Justice (MoJ) on the Electronic Monitoring (EM) Programme as a Project Manager.

Luke is a professionally trained technical project manager and programme manager with over 13 years’ experience. Luke has predominantly worked with complex public sector clients in large-scale transformation and technology programmes, leading teams through all stages of the project lifecycle, including the use of Waterfall and Agile methodologies. Luke’s proven success is in part due to effective relationships he cultivates with his clients through adapting to different styles, helping them through periods of ambiguity and working collectively to build confidence. Luke is technically proficient and throughout his career has worked flexibly to meet the demands of the client, deploying his skills across multiple delivery roles.
