Red River Valley Alliance (RRVA) is in the process of building the Fargo-Moorhead Area Flood Diversion channel and associated infrastructure. The Flood Diversion Project represents the first United States Army Corps of Engineers (USACE) public-private partnership (P3) and one of the first large-scale ESG-focused P3 transactions in the United States of America. The total cost of the works during construction is approximately $2.1Billion.The Project consists of building and maintaining 3 new railroad bridges, 16 new road bridges, a 30-mile flood diversion channel, 2 new river aqueducts, 14 new drainage inlets and 100+ utility relocations. The project company is a P3 joint venture company owned by ACCIONA, Shikun & Binui and North American Construction Group.
