ABOUT LUKASZ KONDRACIUK
I design, fund, and run programs to strengthen democracy and election integrity across Europe and Eurasia. For over 13 years, I’ve worked at the intersection of politics and policy, elections, foreign authoritarian influence, and civic space, helping organizations turn political analysis into practical support for local communities. A core part of my work is building evidence-based programs with clear results chains, and helping teams use monitoring and learning to improve delivery, especially in politically sensitive environments.At the European Platform for Democratic Elections, I lead our election integrity and business development efforts. This includes identifying and shaping funding opportunities, building consortia, and guiding proposals from initial ideas to signed, major, long-term grants. I also lead EPDE’s work on fake election observation, updating methods, guiding research, and transforming findings into advocacy that has gained attention from outlets such as Die Zeit, ZDF, DW, Al Jazeera, The Guardian, Gazeta Wyborcza, and Politico Europe.Previously, at the International Republican Institute, I served as Program Director and later as a full-time global advisor. I built and managed programs supporting independent actors in and around Russia. I established and operated secure subgrant systems, managed several hundred thousand dollars in partner awards annually, and helped craft and submit proposals to key U.S. donors. This experience provided me with a funder’s perspective on structuring subawards, managing risks, and maintaining program progress in highly restrictive environments.In addition, I am Head of Foundation at AI REV, where we are developing a targeted philanthropic initiative to open computer science and digital careers to talented young people who would otherwise be excluded. I focus on the practical aspects: designing curricula with engineers, forming partnerships in Poland and Southeast Asia, and turning a simple idea: “give smart kids a real technical head start”, into a deliverable, measurable, and scalable program.
