Public procurement and project implementation specialist with 10+ years of experience across MDB-financed infrastructure and energy projects. Currently Associate Director in Procurement at the EBRD, leading procurement and implementation work for projects in Ukraine, Moldova, and the Baltic countries.My work spans complex public and private sector operations—from procurement strategy and policy design to tender reviews, contract management, and dispute-risk mitigation. This includes procurement of natural gas for Ukraine and Moldova and high-risk project implementation in conflict-affected environments; I am the author of the EBRD guidance note on Project Implementation During Armed Conflicts or Wars.Alongside operational work, I have served as an expert for the OECD’s 5th round of anti-corruption monitoring of Uzbekistan and regularly train government officials and practitioners on MDB procurement frameworks, FIDIC contracts, and practical implementation challenges. I’m interested in how procurement systems actually behave in practice—not just how they are written.
