With over 10 years of experience in customs and international trade law, I am passionate about helping clients navigate the challenges and opportunities of global trade. I bring a collaborative, proactive, and solution-oriented approach to my work. I am a partner at Barnes & Thornburg LLP, where I represent U.S. importers and exporters before federal agencies that administer international trade regulations, including U.S. Customs and Border Protection (CBP), the Bureau of Industry and Security (BIS), the Census Bureau, the U.S. Directorate of Defense Trade Controls (DDTC), and the Office of Foreign Assets Control (OFAC). I also advocate for clients under agency enforcement, whether in the context of investigations, penalties, or voluntary disclosures. I have litigated several cases before the U.S. Court of International Trade and the U.S. Court of Appeals for the Federal Circuit.

Luis advises domestic and foreign clients on international trade matters, including customs and import regulations, export controls and economic sanctions, and trade remedies. Luis has a comprehensive customs practice and includes country of origin, tariff classification (HTS), valuation, as well as forced labor (UFLPA) and supply chain issues. He also represents clients on customs rulings, petitions and protests, prior disclosures, seizures and forfeitures, import compliance programs, and free trade agreements including USMCA. Luis has customs litigation experience before the U.S. Court of International Trade and the U.S. Court of Appeals for the Federal Circuit. He assists clients in developing and implementing effective compliance programs to help ensure that reasonable care is exercised over import matters.Luis also advises on U.S. export controls and sanctions laws, including Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), and regulations administered by OFAC. He guides clients through enforcement actions, conducts investigations, and designs compliance programs. Luis is a member of the team that is the largest export control monitorship in history.
