Provides leadership, direction, and guidance to transform the CIO & IT Services Directorate’s (CIO-T) Planning, Programming, Budgeting, and Execution activities. As an IT Portfolio Program Manager champions, directs, and leads improvements to NGA resource management, provides expertise, analysis, and advisory services to inform CIO-T resource decisions by translating high-level strategy info programmatic and budgetary direction and deliverables.Specific duties include: Translate planning outputs into the programming cycle to drive strategic decisions and desired results;Champion and develop an implementation plan for budget restructure to consolidate and simplify how NGA justifies its IT resources; Lead Congressional Budget Justification Book (CBJB) and Congressional Justification Book (CJB) improvement strategies, implementation plans, and subsequent development of narratives and exhibits; Develop programmatic and financial information for congressional and oversight communications and deliverables, such as the annual budget rollout, hearings and engagements, and requests for information; Advocate for and codifying clear resource management roles and responsibilities between Components and the Financial Management Directorate; Develop courses of action to resolve hard resource management challenges; Facilitate successful governance over IT resources via the CIO-T Financial Review Board (FRB) by creating agendas, delivering content to inform strategic decisions, and maintaining records; Develop an implementation plan to correct systematic disconnects for civilian FTE accounting.
