ABOUT LUDMYLA RABCHYNSKA

I build trusted digital ecosystems - turning regulation into advantage and policy into products people actually use. My career spans law, IT, and government/international development, giving me a 360° view of how to design, govern, and scale digital identity, AI, cybersecurity and data programs across borders. As Deputy Minister of Digital Transformation of Ukraine, I helped co-found Diia, the national digital ID & services platform used by millions; drove major service-enablement legislation; launched remote bank account opening by reforming AML rules; and led work that contributed to Ukraine’s leadership in the UN’s e-government benchmarks. Internationally, I chaired the national delegation to UNCITRAL and co-authored the Model Law on the Use and Cross-Border Recognition of Identity Management and Trust Services.I continue to serve as a consultant to the OECD and an external expert to the European Commission, collaborating with DG DIGIT, DG CONNECT, and national authorities on AI, eID/trust services, privacy, cloud, and data governance. What I do best:AI governance & assurance: policy-to-control mapping, risk & conformity, human-in-the-loop, transparency and monitoring.Digital identity & trust: eIDAS/QES, wallet interoperability, cross-border recognition, standards alignment (ETSI, CEN-CENELEC, FIDO).Privacy, cybersecurity, AML/CFT: GDPR-by-design, secure architectures, KYC/remote onboarding, audit readiness.Cloud & data governance: operating models, control frameworks, metadata & catalog strategy, requirements engineering.Stakeholder orchestration: aligning founders, regulators, engineers, and GTM on measurable outcomes.Selected credentials:AI Governance Program Architect (AIGA) • Enterprise Architect• Certified Professional for Requirements Engineering (CPRE) • Microsoft Azure Data Engineering • AWS AI Practitioner • AI Maturity Assessment (Certified Partner) • Data Discovery & Governance Expert • Privacy Management Professional • ITIL • PRINCE2 • SAFe • PCI Change Management.Languages: English (fluent), German (C1).Advisory & speakingAlongside my full-time work, I am open - case by case - to advisory, standards, and speaking engagements (subject to employer approvals and conflict checks). If you’re building at the nexus of AI, cybersecurity, identity, trust, and privacy I’m always keen to compare notes.
