About Lucreatria Holloway
Driven by impact. Grounded in environmental engineering. Focused on results. I am seeking a Business Development and/or Program Manager role. I bring decades of experience delivering environmental compliance, remediation, and sustainability solutions for complex federal programs — with a long-standing track record at NAVFAC Southwest. My approach blends technical acumen, regulatory knowledge, and strategic leadership to ensure that large-scale projects are completed on time, within scope, and with lasting value to the organization and the environment. Over my career, I’ve managed a $45M+ environmental remediation portfolio and served as Contracting Officer Technical Representative for the $100M CLEAN/RAC contracts. I successfully negotiated a $120M firm-fixed-price contract, and led the CPARS database cleanup effort at NAVFAC SW — reducing over overdue reports and earning Department of the Navy recognition for creating a Best Management Practice for the CPARS Fact Sheet. My international experience includes serving as an EMS Auditor at U.S. Naval Hospitals in Bahrain, Greece, Sicily, and Italy, helping ensure compliance with rigorous environmental standards across diverse operational contexts. I’ve also written key environmental compliance documents and managed multiple contract task orders simultaneously — often under tight resource constraints. Beyond technical delivery, I’m equally passionate about leadership and workforce development. I was instrumental in executing New Professionals Program focused on recruiting, onboarding, and mentoring emerging talent — achieving a 93% retention rate and building a pipeline of capable, motivated professionals aligned with mission priorities. Whether supporting installation compliance, guiding cross-functional teams, or navigating the intricacies of federal contracting, I bring energy, experience, and a results-first mindset. I’m now ready to bring that same drive and impact to a new opportunity — one where I can contribute my leadership and expertise to advance environmental goals that matter. Let’s connect if your organization is seeking a seasoned environmental leader who delivers with purpose and precision.
