Report to the Senior Vice President and Regional Manager for UGP• Develop programs for the sale and transmission of hydroelectric power to a wide and diverse customer base. Provide innovative leadership in meeting customer needs and in establishing WAPA-wide policies and procedures in collaboration with the other Western Area Power Administration (WAPA) Managers. Negotiate as top power marketing expert in both the private and public sectors and as agency expert on power marketing, contract negotiation, Regional Transmission Organizations (RTO), and administration activities in the geographic region. Impact a very complex diverse base of politically influential customers. Negotiate contracts for power purchases, power sales, facilities, acquisition of transmission services, settlement of disputes, and rates. Guide activities that are extremely sensitive to political and public pressures and interests from all utilities, organized customer groups, and/or individual customers because of potential economic or reliability impacts- Responsible for the development and implementation of power marketing plans and policies for the sale, exchange, purchase of electric power- Responsible for establishing revenue requirements to assure repayment obligation to the U.S. Treasury and develops rate structures through public processes- Responsible for the management of the Region’s Federal power resources and RTO market participant programs. Develops policies and procedures for Regional Energy Management and Marketing Office’s (EMMO) day-to-day and real time management of the Federal power resources and the forecasting/service of loads; both in RTOs and non-RTO environments- Responsible for developing policies, procedures, and management of the Region’s settlement and power billing activities for power and ancillary service sale/purchases, transmission purchases, and other related transactions in RTO and non-RTO environments.
