I serve as Director of the Compliance, Inspector & Training Division (CITD) in EPA’s Office of Enforcement and Compliance Assurance, where I lead a national program that strengthens the consistency, credibility, and effectiveness of environmental enforcement across the country. My division includes four branches—Air, Water, Pesticides/Waste/Toxics Compliance, and the National Enforcement Training Institute (NETI)—that provide the policy, technical, and workforce backbone for EPA’s compliance assurance mission.I guide the development and oversight of national strategies and policies that support implementation of major environmental statutes, including CAA, CWA, SDWA, RCRA, FIFRA, and TSCA. I ensure alignment across EPA regions and with state, tribal, and local partners so that compliance efforts are coordinated, defensible, and grounded in strong scientific and legal foundations.A key part of my role is building and sustaining EPA’s inspector workforce. I lead national credentialing policy, modernize inspection processes and technology, oversee inspection guidance, and manage specialized programs such as Good Laboratory Practices (GLP) compliance monitoring.Through NETI, I oversee comprehensive environmental enforcement and compliance training for Federal, state, local, and tribal professionals, as well as OECA’s internship and mentoring programs that develop the next generation of environmental enforcement practitioners.My work requires close engagement with EPA leadership, other Federal agencies, Congress, regulated industries, academia, and international partners.
