About Lorena Rivero del Paso
I help governments rethink public financial management for a digital world—not by adding technology to broken processes, but by redesigning how those processes work from the start.At the IMF\'s Fiscal Affairs Department, my work covers advising countries across the full PFM spectrum, but I\'m drawn to the question of how technology can genuinely improve how governments plan, spend, and account for public resources. My work spans technical assistance missions, analytical publications, and capacity building. I co-authored the IMF\'s Digital Solutions Guidelines for PFM, contribute to the Fund\'s work on digital money in fiscal operations, and have led technical assistance from Guatemala to Philippines to Mozambique on how to make government processes genuinely better through technology. Not just faster versions of the same problems. I love experimentation, and I make it a point to stay on top of what\'s emerging, most recently in the digital money space, where the implications for fiscal operations are just beginning to unfold.Before the IMF, I served as General Director of Performance Budgeting at Mexico\'s Ministry of Finance, where I coordinated the annual federal budget proposal, led performance monitoring, subnational fiscal transparency efforts, and led aligning national planning with the SDGs. I also led Mexico to become the first country to publish open spending data and among the first to adopt open contracting standards, and was one of the earliest champions of fiscal transparency portals. I later managed technical knowledge and global collaboration at the Global Initiative for Fiscal Transparency (GIFT).I also mentor, collaborate with the GovTech community, and try to keep things practical.MSc in Law and Economics (University of Bologna / IGDR India).
