Lon has 37+ years of practical nuclear engineering experience at operating nuclear fuel cycle facilities including commercial nuclear power, DOE, fuel fabrication, and enrichment facilities. Demonstrated engineering management and leadership skills in fissile material operations and licensing, nuclear package transport, and ionizing radiation programs. Experience in nuclear safety culture policy development and nuclear safety programs development. Demonstrated skills in building and maintaining a strong, positive cross functional and nuclear fuel cycle industry relationships-Developed expertise in neutronics, regulatory SNM license bases for UF6 deconversion, fuel fabrication, uranium recovery, uranium enrichment technologies, nuclear packaging, shielding, nuclear safety culture, and advanced HALEU nuclear fuel cycle process technology-Proven management of environment, health and safety programs, including criticality, radiological, radiation protection, chemical safety and fire protection programs with extensive experience in related practices and procedures- Developed quantitative risk assessment methods and integrated safety analysis programs- Developed nuclear safety licensing basis and programs in support of GNFA SNM-1097 fuel manufacturing operations and GLE Test Loop operations, includes recent HALEU LEU+ 8% license amendment- Managed nuclear safety licensing basis in support of Global Laser Enrichment, LLC SNM-2019 consolidated license application and approval- Key consulting role in obtaining GEH-Canada Peterborough Facility operating license FFOL-3621.1/2010 amendment to include LEU (5%) fuel manufacture.Nuclear work experience includes 30 years at GEH/GNFA including management roles in criticality safety, nuclear safety, EHS, and uranium supply; 3 years at DOE Savanna River Site as criticality safety engineer; and 4 years at commercial operating PWR. Authored numerous technical publications and panel presentation on matters pertaining to nuclear criticality safety, methods, analysis, system design, licensing, nuclear packaging, and risk assessment. Holds four (4) U.S. patents. Former ANS NCSD Chair, former NCSD 2013 TPM, voting member NCSCC Subcommittee 8, ISO/TC85/SC5/WG8, NEI fuel supply and HALEU Task Force. Active NRC Q Clearance.
