About Paul Liu
Create and maintain a robust carrier class IP backbone, with minimal staff resource yet highly manageable, resilient & scalable.Provide intelligent monitoring framework overseeing Inteliquent\'s VoIP tandem switching network. Advance predictive detection on soft-fail issues such as ASR/NER SLA degradation and sudden call volume decrease/increase. Advocating utmost MTTD (Mean Time to Detect) of network faults of various abstraction levels, from circuit/interface hard fails to path continuity, to trunk group soft fails, ASR/NER anomaly, holdtime, call arrival rate, and moving average aspects.Overall capacity planning & engineering of 200+ Sonus SBC\'s; facilitate SIP/eBGP peering with several dozen major MNO\'s, MSO\'s, xLEC\'s and ASP\'s; oversee TDM to SIP migration to realize SLA improvement and OPEX savings.Specialties- Performance Benchmarking, Van Jacobson or Scott Bradner wannabe, worte a ping+ hammer tool back in 1991- Proactive network monitoring, surveillance & fault detection, inc soft fails & trend analysis- Protocol Analysis: wrote tcpdump/snoop like sniffer program called etherstat/etherpair back in 1991; wrote SipTracer tool in 2009, enable easy call trace by entering only dialed digits- Root Cause Analysis: reconstruct sequence of events; focusing on fault detection & process improvement- BH (busy hour) traffic analysis on a per customer, per market/region, or per service (e.g. 8YY, local, LD.etc) granularity. Also trending at weekly and monthly level.
Experience
Senior Director of Ip Engineering
Jul 2009 — Present
Managing a group of network engineers, to oversee carrier-grade IP backbone, serving 220 Sonus softswitches providing tandem services to tier-1 telco providers such as Verizon, AT & T, T-Mobile, Sprint, Comcast, Charter, Cox, Cablevision, Skype, Vonage, Google Voice, MagicJack.etc. The high-availability & highly redundant IP backbone consists 80+ Cisco routers, span across 32 major cities within USA,with over 100 10G WAN circuits froma dozen major carriers with diverse KMZ paths and entrance facilities.Feature functionality wise, the IP backbone is a multi-service MPLS core, with TE tunnels & QoS policies implemented; extensive eBGP public & private peering; full-mesh iBGP peering via route reflectors. The proactive network monitoring aspect includes SLA assurance, ASR/NER anamoly detection, trunkgroup soft-fail and call volume threshold alerting, as well as capacity planning for the VoIP data circuits from 1G, Nx1G, 10G.to Nx10G. Developed custom portals to monitor Cisco elements, WAN backbone anomalies, SIP peering, and SBC resources & traffic trending.
