As a member of PA\'s Environmental/Land Use and Energy Infrastructure Development, Acquisition & Financing Groups, I work on a wide variety of environmental and energy matters, offering clients strategic counsel in regulatory, legislative, and judicial proceedings. In my environmental practice, I assist clients with numerous issues including energy infrastructure project development siting and permitting, contaminated property remediation and cleanup, licensing and enforcement, and environmental litigation. In my energy practice I represent transmission, solar, wind, biomass, hydro, and battery storage developers, as well as electric and natural gas utilities and clients with cogeneration capabilities. I have broad experience representing electric utilities in major rate case proceedings, mergers and acquisitions, certificates of convenience and necessity, affiliate transactions, permitting proceedings, and other regulatory proceedings, and I have defended favorable regulatory orders and permits successfully on appeal. My experience obtaining regulatory approvals and permits for these clients extends to both public utilities commissions and environmental agencies in the Northeast and Midwest, as well as at the federal level. I have deep experience navigating the requirements of NEPA, including counseling clients as they work with regulators on Environmental Assessments, Environmental Impact Statements, and Environmental Justice issues. I also assist energy project owners and developers with environmental and energy due diligence in connection with energy infrastructure acquisitions. My background in energy law, as well as with two state environmental agencies and the Maine Attorney General, gives me a unique ability to advise clients in matters that intersect environmental and energy law issues.
