About Lisa Brochard

Lisa Brochard currently works as a lead technical assistance specialist and subject matter expert for the Child Care Quality and Business Support Center (CQBSC). Prior to joining CQBSC in 2023, Lisa Brochard retired as the Deputy Assistant Superintendent of Early Childhood Operations for the Louisiana Department of Education (LDOE) and as the Child Care and Development Fund (CCDF) Administrator for the State of Louisiana. Lisa has over 26 years in the education field, 15 of which are in early childhood including public and private prekindergarten, child care, Head Start/Early Head Start, and child nutrition programs. She brings expertise in CCDF administration, finance, policy development, supply and access, systems integration, strategic planning, child care licensing/health and safety, and quality initiatives. In Louisiana, Lisa transitioned the CCDF grant from a sister state agency to the Louisiana Department of Education, revised and rightsized licensing regulations to improve health and safety while reducing the burden on providers and removing barriers for new providers, raised subsidy rates to the true cost of care for the first time ever in the state, increased the number of family child care homes by 90%, doubled the number of infants served using subsidy, stood up an efficient child care criminal background check program, and increased public prekindergarten rates for the first time in over a decade. Lisa has a master’s degree in human ecology from Louisiana State University and currently resides near her children in Dahlonega, Georgia. She has the passion and dedication to see every child enter kindergarten healthy and ready to learn, for families to enter or reenter the workforce and/or school and increase the supply of high quality child care providers.
