   Key Accomplishments:All Payer Model – with State participation served as consensus drafter of key program agreements to implement the modelI\'ve held various leadership roles over time including outside general counsel, delivered comprehensive legal services to Senior Leadership Team and Board from inception of ACO programs through evolution to risk bearing. Work included organizational documents and governance; privacy and data use; policies and procedures; regulatory relationships and all contracting. I currently serve as Counsel for Contracting and Clinical Innovation. Continue serve on leadership team, continue all legal contracting work and also run a clinical innovation program promoting health care delivery innovations using fraud and abuse waivers, exceptions and safe harbors where appropriate-OneCare Vermont ACO – gave all legal advice as the organization was formed to participate in APM and as it implemented a shared savings model and evolved it to a risk bearing model with prospective payments for hospital and select primary care services. Co-developed and provided legal strategy for payer program agreements, provider payments and contracting, regulatory submissions, risk bearing policies, population health management models and payment and quality incentives-Secured recognition of tax-exempt status for accountable care organization formed as and ACO
