Union President and International Trade Specialist @USDA Foreign Agricultural Service (FAS)

Current full-time role as AFSCME Local 3976 Union President.Prior roles:I have worked on US Ag exports at FAS in multiple capacities: as a policy analyst, an International trade specialist, an Ag marketing specialist, and as an Ag economist in several FAS program areas since 1994. Newly assigned to Africa and Middle East Division in November 2019 reorganization. From June 2012 to November 2019, I worked as a Program Analyst in the Policy Coordination & Planning Staff of the Office of Capacity Building & Development (OCBD). I was the West and Central Africa Coordinator. My responsibilities included coordination of FAS programs for my region. These programs included food aid, scientific exchanges, and trade capacity building projects. I worked with other USG agencies to coordinate programs in line with FAS mission. I covered several WTO agreements in capacity building efforts such as the WTO Sanitary and Phyto-Sanitary Agreement, Technical Barriers to Trade, and the Trade Facilitation Agreement.Previously, I worked three years (20••••12) on WTO Sanitary & Phyto-Sanitary (SPS) technical issues in the Office of Agreements and Scientific Affairs. I monitored and coordinated the USG response to foreign governments, when their regulations impacted US Ag industries. From 2006 through 2009, I evaluated USDA Food Aid Programs in OCBD. I have nine years experience (19••••06) in US Ag commodities export promotion and analysis (wheat, milled grain products, and wood products) in the Commodity Marketing and Promotion Area. I started my career working on US export subsidy programs for commodities (prior to the completion of the GATT\'s Uruguay Round) in the Export Credits Program Area (19••••97).I am the President of AFSCME Local 3976 at the Foreign Agricultural Service.
