Ensure employee compliance with Port policies and procedures, their CBA, and all local, state and federal rules and regulations.• Lead, manage, coach and mentor skilled craftworkers and staff by assuring that roles and responsibilities are clear, managing employee performance, planning employee development and managing employee performance in an effective and equitable manner. • Make staffing decisions including hiring, staffing levels, and identify training needs.• Lead the grievance response process and discuss the response with labor representatives and shop stewards.• Develop, implement and manage a 10-year capital fleet asset replacement plan for 600 Maritime, CDD, SWU and EDD fleet assets.• Draft justifications for procurement, obtain Director approvals, present budget requests to Sr. Director of maritime or Commission, and observe Port procurement and project management policies.• Perform as Project Manager for multiple Port-wide small and large Capital Improvement Plans (CIP) for Fleet Asset replacements.• Develop criteria, draft technical specifications and review technical drawings and documents for procurement of all on and off-road equipment for Maritime, CDD, SWU and EDD• Prepare, review and report on spending from Fleet Program Capital and Fleet Maintenance Expense budgets• Report quarterly cash flows, book assets, and report disposed assets to Capital Services• Develop, review and implement the fleet asset Preventative Maintenance program which ensures routine asset maintenance and compliance tasks are addressed.• Oversee the method, accuracy and quality of data that is collected about the Maritime Fleet• Manage the condition of the fueling infrastructure, transactional records and reconciliation of approximately gallons of fuel.• Manage internal and external fueling program user access, transactional limits of assets and users and fuel type selection for Maritime, CDD, SWU, some Police, and EDD customers
