About Letitia Moore
Partner with Holland & Knight’s West Coast Land Use and Environmental Group. My practice focuses on complex development projects, land use permitting, environmental compliance and government advocacy. I am well-versed in matters involving local land use and state housing laws, compliance with environmental regulations, and the implementation and enforcement of federal and state environmental laws.Prior to joining Holland & Knight, I spent more than 25 years with the U.S. Environmental Protection Agency Region 9, Office of Regional Counsel, including as a managing attorney in the Hazardous Waste Branch. During my tenure at the EPA, I handled the full range of issues covering enforcement under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA); Resource Conservation and Recovery Act (RCRA); the Emergency Planning and Community Right To Know Act (EPCRA); Toxic Substances Control Act (TSCA); the Clean Water Act; and the Clean Air Act, including novel and precedent-setting matters. I represented the EPA in matters involving city, state and tribal governments, as well as other federal agencies, private businesses and individuals.I strive to be a leader in the California bar and my community, serving as an Advisor on the Executive Committee of the Environmental Law Section, former President of the Board of Directors for the Rosie the Riveter Trust (the non-profit partner of the Rosie the Riveter/World War II Homefront National Historic Park), Member of the Board for Berkeley Law Center for Law, Energy and the Environment, and former Co-Chair of the Diversity, Equity and Inclusion Committee of the California Lawyers Association. Previously, I served as the first black councilmember and mayor of El Cerrito, Calif. In addition to my daily governments duties, I represented El Cerrito on the boards of the West Contra Costa Integrated Waste Management Authority and the West Contra Costa Transportation Advisory Committee. I was also an officer with the El Cerrito Branch of the NAACP.
