Leon S. Waskin, a former Senior Foreign Service Officer with over 40 years of experience in international development, is the Senior Executive Director for Operations at DevTech Systems, Inc. Mr. Waskin leads the firm’s strategic business development efforts, oversees all program operations in the field, and works to strategically leverage DevTech’s assets across the existing client base and develop new clients, with a view to supporting sustainable growth in DevTech’s key business areas. Before joining DevTech, Mr. Waskin was the Coordinator for Economic and Development Assistance at the U.S. Embassy in Pakistan. In that role, he ensured that civilian assistance supported U.S. foreign policy objectives and contributed to Pakistan\'s long-term stability, prosperity, and growth. Mr. Waskin has an extensive record of service in challenging assignments: o As Deputy Mission Director with USAID/Pakistan for Sindh and Balochistan, he oversaw a $290 million portfolio focused on education and health infrastructure and community outreach efforts aimed at promoting stability and reducing the lure of violent extremism in these at-risk provinces. o In Haiti, he led a joint civ/mil team that coordinated the U.S. response to the devastating January 2010 earthquake, and led the design of a $1 billion development cooperation program. o As USAID Director in Afghanistan, he led that mission through a major expansion of its program, including a significant increase in cooperation with the U.S. and ISAF military commands. He worked closely with British and U.S. forces to develop a strategy for civ/mil collaboration in resuming and providing security for the Kajaki Dam Project, and with the 82nd Airborne to develop a “playbook” of all USAID projects on which ISAF forces could call in furtherance of counterinsurgency efforts. Mr. Waskin also headed USAID Missions in Russia, Mongolia, and Thailand, where he oversaw programs in Burma, China, Laos, and Vietnam.
