About Leonard Mahoney
Program manager with 15+ years of progressive experience in the Department of Defense, where proven strengths in the areas of communication, problem solving, and team development will provide an organization with efficient and cost-effective solutions through coordination of purpose, people, and processes.Skills:Problem Solving | Leadership | Contract Review & Management | Coalition Building | Government Contracting | Communications | Budgeting & Forecasting | Multifunctional Team Integration | Process Improvement | Financial Analysis | Articulate Presenter | Team Development | Strategic Planning | Solicitation Preparation | Proposal Evaluations | Project ManagementProfessional Accomplishments:Fiscal Management - Oversaw the budgeting & financial management of $700M+ annually for DARPA’s Information Innovation Office (I2O) which included over 80 programs with 900+ active contracts. Developed a series of database reports that enabled agency leadership to quickly track individual program performance at a more granular contract level, increasing efficiency and on schedule execution of programs. Overall results were increased productivity, a common basis for measuring the effectiveness of current programs, a record number of new programs launched throughout the agency in a given fiscal year, and I2O’s rating of best financial execution in the agency. These reports were later adopted agency-wide to assist other divisions execute.Technology Transition - Oversaw the technology transition for the Adaptive Capabilities Office (ACO). Transition in the Department of Defense (DoD) is notoriously hard, and classified transition even more so. Analyzed roadblocks and used alternative methods to secure multiple Technology Transition Agreements, Memorandums of Understanding, Memorandums of Agreement, and Program Decision Memorandums, as well as hundreds-of-millions of dollars invested by transition partners in the Armed Services.Commercialization - Stood up DARPA’s Commercialization Office. Commercialization offers an alternative path to transfer dual-use technology to the warfighter by securing private sector investment. These key investments were secured with our first solicitation via a Commercial Solutions Opening. This is a new type of solicitation that allows funding of entrepreneurs alongside researchers which has resulted in hundreds of millions of venture capital secured by said researchers.Education: MBA Virginia TechEmail: M••••••••@gmail.com
