Leigh is a licensed professional civil engineer with over 30 years of experience in water and wastewater pipeline and treatment systems. She has expertise in infrastructure condition assessment and risk prioritization, asset management, flow and hydraulic analysis, rehabilitation methods application and construction, infrastructure planning and design, wet weather systems, construction material and method specifications and testing, professional proposal writing and execution, expert witness services, regulatory compliance assistance, project and construction management.Leigh is currently serving as Water Environment Federation (WEF) Delegate at large, is the past WEF Senior Delegate, Past President (\'18/\'19) of the Water Environment Association of Texas (WEAT), past chair of the WEAT Collection Systems Committee and has served as WEAT Secretary (\'16/\'18) and Member at Large (\'18). She is the 2009 recipient of the Sidney L. Allison Award for contributions to the engineering, operation and maintenance of wastewater collection and transportation, a 2014 inductee into the Select Society of Sanitary Sludge Shovelers (5S), a 2019 recipient of the WEAT Outstanding Service Award, and a 2021 recipient of the Arthur Sidney Bedell award.
