About Leigh Starr
As of October 2025, I am honored to serve as Executive Vice President of Health Services for Artemis ARC. In this role, I collaborate with valued partners to support federal government clients across a wide array of projects and lanes of effort directly aligned with mission execution. With a focus on strategic capability, growth mindset, and service excellence, a key element of my work is to guide and support high-performing teams as they focus on service, integrity, and outcomes. Prior to joining the Artemis ARC team, I retired from the Department of Veterans Affairs (VA), as a seasoned healthcare executive, with 28 years of leadership experience in the federal healthcare sector. Prior to my retirement from the federal government in 2025, I most recently served as the Director, High Reliability Enterprise Support within the Veterans Health Administration (VHA) Office of Quality and Patient Safety. Throughout my 30-year career in health care, I have had the privilege of serving Veterans, Service Members, and their families, including over two decades serving Veterans within roles spanning hospital, regional, and headquarters (VA Central Office) settings.
