Lead complex programs from business development and capture to program management, design oversight, and the implementation of a nationwide safety management program, for both government and commercial vessels.DARPA Liberty Lifter Program: Led Gibbs & Cox business development, capture and program management for DARPA Liberty Lifter Program, crafting a $100M+ proposal for the detail design, build, and test phases of a novel wing-in-ground effect demonstrator plane. The initiative, with a $16.5M initial budget and 19 FTEs in preliminary design phases, aimed to significantly advance operational logistics by demonstrating long-range, low-cost seaborne strategic and tactical lift.Canadian Surface Combatant Program: Provided design management expertise as Senior Technical Advisor and Senior Program Manager to Irving Shipbuilding for the Canadian Surface Combatant (CSC). Guided shipbuilding and government stakeholders through critical system requirements reviews, established governance structures, assembled specialized product teams, and deployed independent technical assessment team for the Preliminary Design. Led the implementation of a Quality Management System for the Irving Shipbuilding engineering department, led a third-party review of the project implementation contract, and facilitated key agreements between the Government of Canada and prime contractor (Contract value:$17M).Nation-wide Safety Management Program Design and Implementation: Led the development of the \"Flagship\" program for the US Passenger Vessel Association, delivering a structured and documented management system for owners, shoreside management, and vessel personnel. This initiative focused on enhancing safety through a proactive culture of continual improvement (Safety Management System).
