As Vice President & General Counsel of the American Cement Association, I represent ACA member companies before federal agencies, Congress, and the courts, oversee the association’s judicial advocacy program, and manage outside counsel and policy advisors on complex regulatory and litigation matters.For more than 25 years, I have worked at the intersection of law, public policy, and industry operations, helping companies navigate evolving regulatory requirements while advancing workable policy solutions. My experience includes leading federal rulemaking engagement, managing high-stakes litigation strategies, and testifying before Congress on environmental permitting, liability, and regulatory reform.I work closely with industry leaders, technical experts, and coalition partners to anticipate regulatory trends and ensure that the voice of American industry is effectively represented in policy and legal forums.
