Serves as a HRBA providing expert advisory service to hiring managers, HR Liaisons, and contracted staffing vendor on recruitment and staffing actions for over employees by facilitating strategic discussions to develop and implement effective strategies aligned with organizational needs- Works directly with hiring managers to create job analysis, assessment questionnaires and recruitment strategies while performing comprehensive reviews of contractor tasks such as creation of job announcements and qualifications determinations to ensure compliance- Research and interpret laws, regulations, from OPM and internal policies to advisor senior leadership and hiring managers on HR matters- Demonstrates teamwork and subject matter expertise by serving on committees such as the SOP Editing Committee geared to enhance clarity and compliance- Created NWS Hiring Database by utilizing Agency Talent Portal and analyzing over 2,600 resumes. The data base has over 330 qualified applicants specifically for hard to fill locations- Develops and delivers presentations that meet the needs of the customer such as, How to Apply for Federal Jobs, HR Support Overview, and Federal Hiring Processes. These presentations provide employees with practical tools to avoid self-disqualification and enhances hiring managers understanding of recruitment best practices and policies- Developed tool to track over 150 HR actions across multiple regions of NWS, enhancing communication and coordination between the HRBA\'s and HR Liaisons. The tool has improved transparency, streamlined workflows, and enabled faster responses to customer inquiries- Leads site visits with key local stakeholders (i.e. American Samoa Government HR, Universities, Veteran Organizations, US Coast Guard, and US Air Force) to deliver presentations aimed at raising awareness of federal job opportunities. These site visits have helped establish recruitment pipelines in underserved communities.
