Lawrence Halprin draws on his technical and business background to provide legal counsel to individual companies and trade associations in the areas of workplace health and safety, chemical management, the environment, product stewardship and business transactions. In the health, safety and environmental areas, he: provides compliance and incident response counseling and training; represents clients in government enforcement actions; develops, reviews and audits corporate-wide and site-specific compliance and training programs; and represents clients in agency rulemakings and court challenges to final rules.Lawrence has a hands-on familiarity with a broad range of manufacturing environments. He represents clients in the aerospace, chemical, construction, electronics, food, forest and paper, machinery, pesticide, petrochemical, pharmaceutical, plastics, steel, telecommunications, and transportation industries.Lawrence is a frequent writer and speaker on a broad range of environmental, health and safety management issues. He has been a strong advocate of regulatory reform measures to enhance the effectiveness of government regulatory agencies. He has testified before Congress and participated in numerous government rulemakings in an effort to ensure that the scope and requirements of agency rules reflect what is necessary, practical and justified by appropriate risk assessment and cost-benefit analysis. In his transactional practice, Lawrence has provided counsel and negotiated: waste management agreements; purchase, leasing and financing agreements for commercial properties and drilling equipment. Before joining Keller and Heckman, Lawrence clerked for the Honorable Charles R. Johnston of the U.S. Tax Court.
