ABOUT LAUREN SMALL MPPPA

Spanning an 28 year career in public service, a seasoned professional in communications and public affairs, Lauren had been instrumental in three major legislative projects including the Remote Sensing Space Systems Act, the Canadian Environmental Protection Act and the Species at Risk Act, and has served in both S&T and international portfolios. The majority of her career has been in legal, international and diplomatic relations, as head of delegation for the United Nations Committee on the Peaceful Uses of Outer Space and the Inter-Agency Space Debris Coordination Committee, where she honed significant negotiation and communications skills presiding over various task-groups, panels and working groups, developing declarations and by-laws, responsible for delivering key messages to internal and external stakeholders with a vast experience in public speaking and media relations. Working with the International Civil Aviation Organization for better integration with space and aviation using aviation guidelines as a baseline for Space Traffic Management and the promotion of women and aerospace. Assisted with the first conference between ICAO and the United Nations Committee on the Peaceful Uses of Outer Space. Co-authored papers on Space Debris Removal as a First Step to Realizing a Legal Framework for Space Traffic Management based on Air Traffic Management. Contributed to the study on Global Space Governance commissioned by the 2014 Montreal Declaration that called upon civil society, academics, governments, the private sector, and other stakeholders to undertake an international interdisciplinary study. An extensive and diversified background in bilateral and multilateral negotiations, stakeholder consultations and International Business Development. Lead negotiator as part of the Government of Canada delegation with the United States Department of State regarding the International Traffic in Arms Regulations (ITAR) and subsequent development a brand new access program and policy for the Agency on ITAR. Ms. Small holds a Bachelor\'s degree in Science and Human Affairs, and the School of Community and Public Affairs, and a Master\'s degree in Public Policy and Public Administration from Concordia University and a Graduate Certificate in Air and Space Law from McGill University Faculty of Law.
