As a Rail Safety Specialist, I manage rail safety programs and infrastructure improvement projects across a 26-county region in Missouri. My work directly supports the safety and modernization of the state’s rail network in alignment with federal and state regulations, funding programs, and long-range transportation goals.Key Responsibilities: • Oversee rail crossing safety projects in coordination with local, state, and federal partners. • Ensure regulatory compliance by working directly with the Federal Railroad Administration (FRA). • Conduct diagnostic and final inspections of at-grade railroad crossings to evaluate safety needs and verify project completion. • Perform site surveys and field assessments to support crossing upgrades and infrastructure planning. • Draft administrative orders and legal agreements for execution by Class I railroads, short lines, municipalities, and other stakeholders. • Prepare and manage contracts in partnership with the Missouri Highway Commission, railroad companies, and agency leadership. • Lead multimillion-dollar rail safety projects as part of the Statewide Transportation Improvement Program (STIP). • Administer and allocate funding from Section 130, Grade Crossing Safety Account, general revenue, and federal/state grants. • Prepare detailed contract packages for legal review by the Chief Counsel’s Office. • Draft supplemental agreements to accommodate scope changes and additional funding as projects evolve.This role allows me to directly improve public safety, support infrastructure investment, and collaborate with diverse public and private sector partners throughout Missouri.
