I manage Thriving Communities technical assistance engagements for HUD. I lead our team of experts across four organizations and we provide housing technical assistance to municipalities receiving transportation funding. Our team spans 13 staff across 4 organizations with a total contract value of $2.4M over four years. Specific accomplishments include:THRIVING COMMUNITIES TA PROGRAMLed one of two TA teams for the HUD TCTA program for a contract value of $2.4M. Directed team engagements in Redmond, WA, Salt Lake City, UT, and Sharpsburg, PA. Envisioned and directed the production of two new HUD tools to help governments prevent displacement and to help reposition underutilized properties as housing (expected in 2025). INCREASING THE SUPPLY OF AFFORDABLE HOUSING GUIDESWrote Advancing Equity in Local Housing Development (released in 2024 but withdrawn in 2025). Key subject matter expert and author of other HUD implementation guides to help jurisdictions expand the supply of affordable housing. Organized a four part national HUD training on housing barriers and facilitated webinar on research on local zoning reforms. REGIONAL HOUSING COORDINATION GUIDEBOOKServing as chief subject expert on a new USDOT guidebook and peer learning group to develop regional housing coordination plans as enabled in statute under the Infrastructure Investment and Jobs Act. PATHWAYS TO REMOVING OBSTACLES TO HOUSINGSupported grant application for Metropolitan Washington COG, which resulted in a historic $3.5M HUD investment in housing supply programs. Led grantee orientation webinar for all 21 HUD awardees in FY 2023.

Over the last 17 years, I\'ve helped communities across the country encourage an affordable housing stock, especially near transit. I\'ve run 6 different technical assistance programs and I\'m an expert in regional housing planning and in transit-oriented development. Today, I\'m ICF\'s manager of the HUD Thriving Communities program, which helps towns utilize transportation grants to boost their supply of affordable housing.My prior leadership includes: • Leading ICF\'s TA team for HUD\'s Thriving Communities TA Program across 4 organizations and 13+ staff. • Creating two new online HUD tools to help communities prevent displacement and encourage redevelopment of underutilized land near transit (ETA summer 2025). • Directing 3 long term housing supply engagements in Redmond, WA, Salt Lake City, UT, and Sharpsburg, PA, and created new online tools to help municipalities increase housing supply. • Building a new ICF practice area focused on housing coordination for metropolitan planning organizations. • Directing the Homes for a Changing Region program, which helped 17 Chicago-area municipalities with local housing planning. • Launching the region\'s first aging-in-community framework through the 50+ municipality Age-friendly Communities Collaborating and Aging in a Changing Region program; • Jumpstarting the region\'s awareness of housing needs through \"Mind the (Housing) Gap\", focused on missing middle housing, and \"Granny Flat Academy\", focused on ADUs, and \"Equitable eTOD Laboratory, focused on eTOD. • Authoring numerous affordable housing + transportation policy reports, which were focused in the Chicago Tribune, WBEZ, and POLITICO Magazine. • Leading the Complete The Count program, which provided state grants to help 50+ municipalities encourage historically undercounted residents participate in the 2020 Census.
