ABOUT KURT GIESA

Kurt Giesa is a Director in the Milwaukee Wisconsin office of Oliver Wyman where he works with health plans, regulators, and providers. His work with health plans includes helping them understand and react to a changing environment, particularly those changes due to health care reform. He also provides advice on the design and pricing of group and individual products, provider contracting and mergers and acquisitions. His work with health care providers includes assistance in contracting with payers, the design of capitation and risk-sharing mechanisms, fee schedule development, and start-up HMOs. His work with regulators and other state agencies includes planning for health insurance exchanges, the review of health insurance rate filings, providing expert testimony at rate hearing, market analysis, and the development of regulation, specifically health insurance rate regulation. Kurt’s recent assignments include the following: Health insurance exchange planning for several states addressing questions such as the likely size of the individual and small group exchanges, the impact of merging the small group and individual markets and the impact of exchanges on household budgets, marketplace premiums and carrier profits. Analysis of the impact of health insurance reform on premiums for a large, national association of health plans. Analysis of the impact of health insurance reform on the individual market in Massachusetts. Rehabilitation of a troubled health insurer. Review of a carrier’s compliance with certain undertakings required by a regulator as part of a merger. Development of a specialty benefits product strategy for a large, national carrier including pricing and product design.
