ABOUT KRISTEN SCHUBERT
Development Economist with 18 years of experience in economic analysis and program design. I specialize in cost analysis/economic evaluation and especially designing cost-economy, cost-effectiveness (CEA), and cost-benefit analysis (CBA). I began my career in economic evaluation at U.S. Agency for International Development (USAID) in promoting these tools to Agency staff and Implementing Partners (from 20••••15) and have continued to develop and promote these tools since then. I have authored Guidelines for CBA for USAID, as well as sector-specific guidelines for practitioners on resilience, livelihood promotion, gender analysis as well as other guidance including how to tie CEA to impact evaluations. I have worked on assignments funded by USAID, MCC, DFID, AfDB, and many NGOs in energy, water, health, education, transport, resilience, gender and social inclusion, and agriculture sectors. I have presented numerous times at the Society for Benefit-Cost Analysis and trained over 600 government officials, private sector actors, and graduate students in cost analysis, including delivering a guest lecture on transportation CEA, CBA, and Multicriteria decision analysis (MCDA) with the Georgetown University Global Human Development Program in the School of Foreign Service since 2014.
