ABOUT KIRK L. MOORE
Kirk L Moore is a 32-year proven law enforcement executive with diverse experience in practices, procedures, and methods of modern municipal police operations and administration in a mid-sized/large agency. He has established a record of achievement in labor relations, policy development, benchmarking, best practices, and problem solving to achieve organizational goals. Moore was appointed as the Chief of Police on April 20, 2023 of the City of Ypsilanti Police Department. The City of Ypsilanti Police Department consist of thirty-two (33) sworn officers and six (6) professional staff members. Chief Moore immediately began to forge an organic relationship with the community and has made significant impacts with his “people first” community leadership philosophy. He has become a member of the Michigan Association of Chiefs of Police, Community Violence Intervention Team, supporter of Ozone House Ypsilanti, Safe House Washtenaw County, and a host of other community service organizations. Chief Moore concluded his first one hundred (100) days on the job and concluded an organizational assessment and workload analysis of each position within the department. The assessment included field services, professional services, support services, and administrative services. Chief Moore is currently working on his strategic vision for the organization, which includes community orientated policing, geographic based policing, a crime reduction plan and leadership development. He joined the Henderson Police Department in As a Captain, he lead the East Patrol Division and was responsible for crime reduction/prevention, community engagement, quality of life, and youth engagement. He also lead the Training and Community Division, which consists of the Training Section, Recruitment and Backgrounds, Communications Center, Community Relations Section, Volunteer Services, and the Office of Public Information. In addition, Captain Moore was the Southwest Regional vice Chair for the International Association of Chiefs of Police Public Information Section. Chief Moore conferred his Bachelor of Science degree in Criminal Justice and Masters of Public Administration and Organizational Leadership from National University and conducted course work at Tennessee State University. Chief Moore holds professional memberships with the International Association of Chiefs of Police (IACP), the National Organization of Black Law Enforcement Executives (NOBLE), and Police Executive Research Forum (PERF).
