My practice is electric utility regulation. I represent clients in a broad array of matters before the Federal Energy Regulatory Commission (FERC) and state regulatory agencies, and in appellate matters arising out of these agencies’ decisions.Clients turn to me for assistance negotiating the complex rules of the FERC-regulated regional wholesale markets. I help clients to evaluate and advocate for rule changes in the energy, capacity, and ancillary services markets administered by the regional transmission organizations (RTOs). I have experience helping clients work high-stakes capacity market reforms through the RTO stakeholder process, and have represented clients in FERC proceedings that cover a wide range of capacity market issues confronting the eastern RTOs. I also advise clients in connection with FERC’s regulation of transmission service, rates and tariff provisions, and regional transmission cost allocation. I provide Washington DC-based representation in administrative hearings and settlement proceedings, rulemakings, technical conferences, and enforcement matters at FERC. I advise clients to develop strategies for litigation, and prepare pleadings filed with the agency. I work regularly with economists, engineers, accountants, financial analysts, and other industry experts.Attorney advertising.
