   As CEO of Health First Colorado and Exec. Dir. of HCPF, Kim leads an $18 billion health plan, covering 1.3M Medicaid and CHP members (22% of CO population). Kim is responsible for the Department vision, strategy, total cost of care, operations, budgets and forecasting, enrollment and growth, workplace cultural, delivery system design, infrastructure and product innovation, healthcare policy and compliance, updates to the Governor, market communications and leadership. Kim also worked with Governor Polis to change the Department mission to include Commercial market affordability and Medicaid efficiencies to benefit taxpayers. Under her leadership, HCPF passed the first Medicaid Cost Containment bill and did so unanimously through the House and Senate, transforming expectations and the Dept culture, while advancing a dozen nationally leading hospital and prescription affordability bills, tools and reports to drive cost trend controls in both the Commercial and Medicaid markets. She collaboratively designed and executed a multi-year Affordability Roadmap to benefit employers, consumers, Medicaid and commercial markets. Kim also restructured the HCPF Dept. Executive Team and organizational structure from traditional governmental to a corporate structure to drive accountability, efficiency, increased productivity and results. Created analytics to identify trend drivers and evolved total cost of care product attributes to address them. Built an employee culture and work environment rated by employees 20 points higher than the state average with an employee turnover rate less than half the state government average, and with employee passion that delivered results against more than 40 goals annually to meet the demands of customers, care providers, elected officials and extraordinary macro-environmental challenges.
