I draw on my years of experience at the EPA as acting general counsel and principal deputy general counsel to deliver results and successfully advocate to government agencies on behalf of my clients. I help clients navigate complex legal issues through pivotal strategic guidance in matters related to clean air, clean water, and potentially toxic substances.I served as the top career attorney at the USEPA, responsible for delivering legal advice and counsel on a wide range of environmental and operational laws, including the Clean Air Act; the Clean Water Act; the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA); the Toxic Substances Control Act (TSCA); the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA or Superfund); the Resource Conservation and Recovery Act (RCRA); the Administrative Procedure Act (APA); the Civil Rights Act; the Ethics in Government Act, the Inspector General Act, the Vacancies Reform Act, the Privacy Act, the Federal Records Act, and the Freedom of Information Act (FOIA). Served as the Designated Agency Ethics Official. Led EPA’s response to Congressional oversight and investigations by the Government Accountability Office (GAO), Inspector General, and Office of Special Counsel. Performed Chief Operating Officer-type responsibilities for premiere government law office, including supervising all of the senior executives in the Office of General Counsel, ensuring the consistency of legal counseling advice at EPA headquarters and all ten regional offices, and the hiring of more than 70 of the Office of General Counsel’s 200 employees.
