I am currently the Director of the National Cemetery Administration (NCA) Human Resources Center (HRC) in Indianapolis, IN, having served in that position as its first and only Director since June 2006. I serve as one of the chief HR advisors to the Executive Director for Human Capital Management; the Memorial Service Network (MSN) Executive Directors; the Deputy Under Secretaries for Management and Field Programs; the Principal Deputy Under Secretary for Memorial Affairs; and the Under Secretary for Memorial Affairs. I administer the following human resources authorities and programs nationwide in support of NCA’s mission: • Recruitment and Placement • Position Classification • Employee Relations • Labor Relations • Benefits Administration • Retirement Counseling/Processing • Worker’s Compensation • Personnel Security/Background Investigations • Human Resources Information Systems (HRIS) Within these areas, I am responsible for devising work processes and plans to ensure the legal and regulatory compliance for each program area. The HRC has been inspected a total of three (3) times since 2006 by VA\'s Office of Oversight and Compliance, and has passed with zero merit system deficiencies. I manage a staff of 25 individuals, ranging in grade level from GS-7 to GS-14. I have 17 individuals at our main location in Indianapolis, IN and supervise 8 employees who work in virtual locations throughout the country. I manage the HRC as the second-level supervisor, with an Assistant Director/Chief of Operations, as well as a Chief of Employee and Labor Relations (both GS-14 positions). In addition to managerial and supervisory duties, I also formulate the HRC\'s annual budget and develop the HRC\'s short and long-term plans in support of the NCA Strategic Plan. I am also responsible for the information and physical security of the HRC, as well as being a member of NCA\'s Emergency Response Group (ERG).
