Kevin Cleary provides lobbying, consulting and other regulatory advocacy in New York State on behalf of a broad range of clients. Kevin provides effective advocacy, strategic planning and consultation on your complex issues regarding the NYS Budget, health care financing, Medicaid and other public insurance programs, Product Stewardship and Extended Producer Responsibility (EPR) legislation, health insurance, pharmacy and pharmacy benefit management, public school funding and local government funding, and the licensed professions. Kevin also has particular expertise in public policy and advocacy for persons with physical, psychiatric and intellectual disabilities. In addition to over 25 years of lobbying experience, Kevin held senior legislative and regulatory positions in New York State government.
