   Owners Representative overseeing engineering, design, and consulting teams responsible for integration of over highly advanced manufacturing tools in a greenfield fab. Led an international team of engineering and construction professionals to deliver transfer of cutting-edge manufacturing technology from Taiwan to the United States. Mobilized local on-site design resources to work with offshore design center in Taiwan and enable 24-hour productivity in the development of construction documents. Established US based reference packages for all tool types based on localization to US codes and standards. Worked directly with overseas offices of IT, PIP, and IS to ensure adoption and enforcement of robust protection for Proprietary Information. TSMC is building its first Giga-fab in the United States and it represents the largest facility and most advanced manufacturing technology in North America. • Responsible for coordination and negotiation of permitting with Local Authorities having Jurisdiction. Resulted in a fully adopted Letter of Understanding between TSMC and city officials which enhanced collaboration and greatly expedited plan check and permitting processes. • Key contributor to Fab21 infrastructure systems, assisted with development of Procore as CM Project Management System for RFI and Change Management. Member of fab HPM Ready Task Force. • Direct liaison interfacing with Construction Manager on-site to align scope, schedule, and budget management.
