About Kenneth Gatten

I am an International Trade Specialist at the U.S. International Trade Commission (USITC) in Washington, D.C. Passionate about international trade law, economics, and security, I interned for both the Office of Export Enforcement in the U.S. Department of Commerce Bureau of Industry and Security and the Office of International Business Development under Pennsylvania Governor Tom Wolf before assuming my current role at the USITC. For the Commission, I co-author reports on reviews of antidumping and countervailing duty (AD/CVD) orders on U.S. imports, and I serve as an editor of its peer-reviewed Journal of International Commerce and Economics (JICE). My recent research on the challenges that developments in the semiconductor industry pose to U.S. policymakers was published by the Georgetown University Institute for the Study of Diplomacy’s online magazine, The Diplomatic Pouch. Past research on issues such as Congress’s role in the formulation of U.S. foreign policy toward Ukraine and U.S. oil and gas policies have been featured by the Penn State Journal of Law and International Affairs, the Pittsburgh Tribune, and the Columbia Political Review, as well as promoted as top news stories by Pennsylvania policy think tanks, the Pennsylvania Department of Environmental Protection, and a senior contributor to Forbes. I hold a B.A. in English and a Master of Public Policy with a graduate Certificate in International Development Policy from Penn State University. While earning my MPP, I served as managing editor of the Penn State Public Policy Journal, which featured my research on the efficacy of U.S. sanctions on Russia. I am also a recipient of the Penn State School of Public Policy\'s David and Margaret Gray Graduate Scholarship, which honors students who demonstrate academic excellence in the pursuit of government careers.
