Major accomplishments include:• Designing Race to the Top evaluation strategy• Demonstrating creativity and resourcefulness in finding ways to evaluate new initiatives not anticipated in ESE’s original Race to the Top evaluation budget, including research on the Lawrence Public School’s (LPS) Receivership and the RETELL initiative.• Innovating evaluation reports to include frequent actionable briefs to program, school and district staff that provide data to support program improvements and program sustainability during implementation; requiring vendor amendments prior to contract execution to ensure the elements of essential portions of the research design are addressed with as much quality and accuracy.Supervises five member research staff responsible for:• Conducting data analysis and designing tools, processes and evaluations to build the capacity of ESE program offices and other key constituencies to use these to inform making (e.g, development of the District Analysis Review Tool for English Language Learners and the research design contributions to the development of the Early Warning Indicator System).• Project managing and/or designing external evaluations and disseminate evaluation findings of ESE programs and initiatives, with a focus on actionable data and findings, including examples of good practice, that are helpful to ESE staff, schools, districts and other organizations implementing programming in the field.Manages $7M external evaluation budget covering19 existing and 3 completed evaluations. Responsibilities include: • Personally managing or supervising the vetting and procuring of vendors, ensuring the quality of research design, plans, protocols, and customer service to schools, districts, and the department. • Collaborating with external researchers to develop grant applications with methodologically rigorous research designs, including designs that can measure causal impacts.
