Senior level utility executive focused on Infrastructure Business Development for Energy projects including: Offshore Wind, Hydrogen, Large Scale Hydro and Electric Transmission. Responsible for the development and implementation of Siting & Permitting for Offshore Wind Projects in New York and New England. Extensive experience with Offshore Wind, Transmission, Electric & Gas Distribution, and Engineering for Infrastructure projects. Expert witness for a variety of regulatory topics including: transmission siting & permitting, substation operations, distribution rate cases, storm performance and cost recovery, claims & litigation, generation interconnections, and system resiliency.Emergency Management and Storm RestorationBeginning in 1985 with Hurricane Gloria and continuing to my leaving Eversource in June 2024, extensive experience with a variety of emergency management roles & responsibilities. My duties began with technical analysis, restoration crew management, planning, operations, logistics, strategic communications, mutual aid and ultimately led to senior leadership roles within the Incident Command structure. In support of Y2K in 1998, I led the T&D asset inventory, assessment, testing, remediation and certification compliance of electric equipment and systems. On August 13, 2004, we safely completed the restoration of 88 bulk electric substations during the Northeast Blackout in coordination with CONVEX and ISONE. Served the role of Incident Commander during SuperStorm Sandy in 2012 and testified in the regulatory dockets for several storm cost recovery efforts. In addition to recovery of historic storm restoration costs: fully tracked distribution costs for 8-year system resiliency programs, cyclic and enhanced tree trimming programs, and recovery for pre-staging costs for mutual aid crews were the result.
