Kenneth L. Topping is the Director and Regional Planning Coordinator for the Southeastern Pennsylvania Regional Task Force (SEPA RTF). The SEPA RTF consists of five counties and the City of Philadelphia. The SEPA RTF is responsible for the execution of the Homeland Security Grant Program (HSGP) for the region. The HSGP helps the Department of Homeland Security and the Pennsylvania Emergency Management Agency implement the National Preparedness Goal. Ken and his staff are responsible for a range of preparedness, resource planning, acquisition, training and deployment activities involving public safety, emergency response and communications, disaster relief, humanitarian assistance and infrastructure security. At any time during the calendar year SEPA RTF manages $18 to $54 million in federal grant funds to support the HSGP priorities for Southeast Pennsylvania. Fulfills all procurement, contracting, and payment requirements related to the Delaware Valley Intelligence Center project. Previous: As Special Consultant to CEO, PHMC, works with CEO, CFO, COO, Director, General Services and outside counsel to achieve organization\'s strategic vision. Previous: Litigation Attorney in AmLaw Top 50 Firm. Represented pharmaceutical companies in major product liability lawsuits. Tried and won civil rights case in Federal Court.
