ABOUT KELLY KIBBEY SMITH
Kelly Kibbey Smith is a board-certified health law attorney with the Florida Senate Committee on Health Policy, where she analyzes and advises on legislation. Previously, she worked in the General Counsel’s Office at the Florida Agency for Health Care Administration and at Dean Mead where she focused her practice on government relations. Kelly’s legislative expertise spans managed care, telehealth, facility regulation, licensure, drug importation, and medical marijuana, with her work reflected in the Florida Statutes. She began her career in the Senate as a bill drafter and became a creative expert in writing and revising bills and amendments. An active leader in the Florida Bar, Kelly serves on the Young Lawyers Division Board of Governors. She has led the Government Advocacy Committee and also the Florida Government Bar Association. She earned her B.S.(2012) and J.D.(2015) from Florida State University.
