About Kelly Hewitt
Kelly has 35 years of experience in power and gas markets, sector reform, energy efficiency, mitigation, and renewable energy innovation. Kelly is a master degreed economist, juris doctorate lawyer, and Harvard University Kennedy School MPA Graduate. She also holds an MBA in Energy (upstream O&G focus) from OU. Kelly leads energy sector programs, projects, restructuring and development strategies. Her current interest is natural gas and renewables. Kelly is also a CFE.Prior to joining ADB, Kelly worked at Washington Gas, BGE, U.S. Department of Energy (FERC), the Integrated Energy Resources Planning Division of the Maryland Public Service Commission, the merger and acquisition group of Winthrop, Stimson, Putnam & Roberts (currently – Pillsbury, Winthrop, Shaw Pittman LLP), and the energy law boutique firm Bruder, Gentle & Marcoux (absorbed by Shciff Harden LLP). Kelly served in Bangladesh for almost 6 years as Chief of Party over USAID’s program - Improved Capacity for Energy Access.Throughout her lengthy career she has worked in Central West Asia (Pakistan, Afghanistan, and Uzbekistan); East Asia (China, and Taiwan); Pacific (Federated States of Micronesia, Fiji, Samoa, and Solomon Islands); South Asia (Bangladesh, India, and Sri Lanka); and Southeast Asia (Philippines, Laos, Indonesia, and Singapore). Has also worked in Europe (France, Poland, and Hungary) and West Africa (Cote D’Ivoire (AfDB)).Values merit equity and inclusion throughout leadership.

Leads clean energy infrastructure project and program development. Reviews economic analyses of projects and GHG accounting. Advises and develops low carbon infrastructure options and indicative policies in harmony with IMF and other IFIs. Works collaboratively to successfully process international development projects and programs. Earlier positions include serving as Senior Advisor (Chief of Staff equivalent) to Vice President for Administrative and Corporate Management. Also, served as unit head, leading design, set-up, and operational management of inaugural corporate field office unit covering around 44 resident missions in Asia and the Pacific Region, streamlining international property management and administrative guidelines, and improving overall corporate efficiency. Prior to institutional positions, served the international development evaluation community by leading private sector energy project evaluations in the Philippines, India, Sri Lanka, and China – capturing important lessons learned in evaluation reports, and improving future project designs. Led and managed whole and energy sector evaluations in Lao, Sri Lanka, Afghanistan, and Pacific Island countries – facilitating more effective and efficient IFI strategies and programming.
